How can I use a .wave file and just add notes in a sequencer and it will play the song with the wave file sound? In Cakewalk Pro Audio 9, please.

you're not going to find much help with that question here, try posting on the forums at The Gas Station Harmony Central's Forum's or Future Producers

you'll find much more help there... i wish i could help but i have'nt used cakewalk in ages, i mostly use cubase and reason myself.
