Question about Headlights

Where do you go to get your headlight adjusted if one is brighter than the other? I guess one of mine is pointing higher than the other one. I've tried turning a crank-like thing in the housing w/ a screwdriver and it moves it and everything, but i was just curious if there was a place that you could take it to get it done properly. I live in so cal

also, if a cop pulls you over and gives you a warning for your lights, and one of the lights on his cop car is out, can he still give you the ticket? what would you do about that?
 
I have NEVER seen a cop car driving with a headlight out. I doubt that you have ever seen one either. I doubt either of us will ever see one, so don't worry about it.

If you can't align your headlights yourself, take them to any one of the variey of places around you called "auto repair shops" and they'll be able to do it.
 
i went to a few auto shops and they told me that they couldnt do it since they needed a special tool for it, and they also said that if a place does it, they have to be certified to do it

Since when is a screwdriver a special tool? You adjusted it yourself already, you just didn't adjust it to the right position, you know what kind of tools it requires.
 
Here's what you do, at night, away from overhead lights, pull up to a large wall, about ten to fifteen feet away, turn on your low beams, now adjust the one that is off so it has the same height and lateral distance as the other.
