I've got my Pentium OC'ed to 3.8GHz @ 1.17 Vcore, nothing spectacular.

Question: When the CPU is at idle, the speed will scale down to something like 800MHz, just like my i5, but the Vcore remains constant at 1.17v... it does not scale like my OC'd i5. Why not, and is there a setting in there I need to adjust to make it do so?
 
You could leave it at stock clocks(or even undervolt it as much as possible) and create profiles with intel extreme tuning utility so it will oc only on programs and games that you want/need the extra speed for.

I think you have to set the offset vcore value for it to change on its own not the core voltage.
