Question about FS/FT Forum Rule

I was looking at this post here and was wondering if a rule was dropped, changed or is possibly missing. I could have sworn that there was a rule forbidding panhandling for free hardware. Or at least the person had to show proof, as in names, addresses, and phone numbers for the group/people they were trying to get charity for.

I read through the rules again and there is none that mention asking for free stuff. I thought there used to be?
