Question about frames rates on current video cards

I've noticed on most benchmarks that most of the frame rates are at 60/70fps. I thought this would not be playable to some players. I remember back in the day, I see 100+ frames per second but now it has drop to 60/70fps? Or is this just a way to test out the cards at the highest setting because it is much more accurate than testing it at lower settings.


Is it because of LCD monitors?

Or is it because the IQ has increased, and if I want higher frame rates, I just decrease the IQ?

What do you guys prefer to play on or usually play on, in terms of frame rates.



I'm asking this because, I'm getting ready to upgrade to possibly a 6800GT from a Geforce2 (haha).

They're tested at much higher settings that the previous generation's cards were cabable of rendering, so keep that in mind.
 
I play at a minimum of 30fps.
I would like to play at a constant 85fps on CRTs. 60fps on 16ms LCDs.

I aim for a minimum of 60 FPS at all times. An average of 60-70 is unlikely to achieve such a scenario.
