Question about fixing "paint blobs" on a wall

I'm painting my apartment with latex paint and, after the first coat, there are a few "paint blobs" (dried up spots of excessive paint) - anyone know how to fix this? I figured that I can sand it before applying the 2nd coat - will this work? Any idea what sorta grit of sand paper I can use? Thanks!

Try using plain water on a rag. The 'blobs' may not even be dry yet. You may be able to carefully shave it off with a single edge razor blade.

Latex and sand paper don't mix all that well. Try cutting it out with a utility knife if the above suggestion doesn't work. If you cut it out, you'll have to patch the hole otherwise you'll leave a noticeable outline of where it was.
