Question about factory overclocking

I have a question. Lets say you pruchase a card that is advertise faster then the default values. Example lets say I bought an evga that is pre overclocked or a x1950 pro ultimate. Do you have to manually overclock to those levels or is it automatic? thanks
 
it's done automatically throught the video cards bios.

My new BFG 7800GS OC is clocked at 400mhz core and 1250mhz mem, the default for a 7800GS is 375/1200.
