question about evga 6600gt pci-e cooling fan.

i just installed this board in my new nforce4 machine and i noticed it runs the fan all the time. Is mine broken or isnt it supposed to slow the fan down when 3d apps are not running. it doesnt seem to do that.
 
Before it fried out my Leadtek 6600gt pci-e was loud as heck ALL THE TIME. I tried a bunch of stuff, but it never really helped. You could here it over my 5 case fans at full speed:disgust:. But once I got my x800 xl, I can barely hear it even in heavy 3D😀
