what happen if a bidder bidded and won an item but he backed out? Will his account get freezed? or just receive a negative eval from the seller? I am afraid that my buyer is going to back out
 
depends... technically they've entered into a legally binding contract and are required to complete the transaction...ebay usually suspends non-paying bidders...
 
ebay will not freeze any accounts unless this happens repeatedly. you can file a fraud complaint and get your listing/final fees back, but that's about all. repeated complaints may draw red flags on the user's account, at which time ebay may intervene and cancel the guy's account. but we're talking about 20+ negatives or so.
