why dialers( i mean those programms that were installed and changed the phone num... which caused spending $$$$) do not work when someone has dsl/cable connection?
 
Do you mean a program that automatically selects a dial-up phone number for you based on your current location? DSL doesn't use dial-up phone numbers. It's an always on dedicated connection so there is no need for a program to select a phone number to dial. The only thing you need in most cases is the PPPoE authentication software that your ISP gave you so that you can log in to their network over the permanent DSL connection.

If you do travel and need to have dial-up access, you can't use DSL since DSL is based on the physical phone line/cabling at your home or office where the DSL is installed.
