I don't play the game that often, but from a physics standpoint, no.
That would induce understeer (more grip on the rear, less grip on the front). If you increase front downforce while reducing rear ( more grip on steering tires, less grip on driving tires), that would induce oversteer. Which ever one is "better" is up to each individual driver. Understeer is much easier to control (car isn't turning "enough", that means you need to slow down), while oversteer is a bit more dramatic (rear end slides out, you need to make corrections or you are going into the wall).
Neither are really "good" or "better", but if I had a choice I perfer a bit of (controllable) oversteer rather than understeer, but thats me. Breaking the rear end out in real life, can be very fun, but can be scary if you aren't anticipating it, or if you get into a situation where it can be uncontrollable.
EDIT: Assuming this is a RWD vehicle. You'd have to do some crazy stuff to get oversteer from a FWD vehicle.
