So I'm trying to figure out the best DDR-4 memory for my friend and I'm looking on the list of supported memory for his motherboard and I notice that some of the supported modules have "ver 4.23) next to it. What does that mean exactly? I know sometimes memory is revised to perfect it or whatever but that's just my educated guess.

For example this is his Motherboard and the supported memory page.

https://www.asrock.com/MB/AMD/X370 Taichi/index.asp#Memory

Here is what I'm referring to.

CMK16GX4M2B3000C15 ver 4.23

Thanks,

That's usually just because that's the version they tested.

Corsair used to update their "RAM finder" tool on their website for AMD boards, but they haven't kept up on it. If they had, you could just be sure of what will properly work on particular motherboards. The other RAM manufacturers maintain current lists (like Crucial, G.Skill, Kingston, etc), so you can just plug in the model number of your board, and see the results.
