Question about customizing windows

I noticed that on my dell and on school computers, when you boot them up, there is no POST message (like RAM diagnositcs/ click X to go to BIOS/ etc). I've always wondered how this is accomplished. When you turn on a computer at school, or my dell, it automatically goes to the windows screen with the loading bar at the bottom, then promptly goes to desktop. It boots up a million times faster than m😕y custom rig (even though my custom rig is 10x faster than dell).

How is this done?

That is not done in Windows - it is done in the BIOS CMOS settings.
 
Most of the time, it is a general BIOS function for any mobo. Don't know about Dell - never touched one. They are pretty high on the proprietary food chain.
