You do realize that 99.9% of cars have mechanical brakes? As in, when you push with your foot, you are "powering" the brakes. With help from Pascal's law and the brake booster of course, but it is, for the most part, a mechanical system.
I personally am glad that they are not wasting money to include a solenoid or LIM to activate the brakes when it works just fine the way it is.
Also, there are cars from Mercedes, and probably others by now, that do use electronic brakes (the M-B ones will automatically apply them lightly when driving through a puddle to skim the rotor of moisture) so maybe the feature you are looking for is there. In all honesty, if you are in traffic that requires more slowing than engine braking can provide, you should probably not be using CC.
