question about credit card upgrades

i have a VISA Classic with a limit of $1700 with 11.9% APR. i would like to upgrade to VISA Gold with 10.9% APR or a VISA Platinum with 9.9% APR.

credit ranges for the credit cards are:
Classic: $500 to $15,000
Gold: $5,000 to $30,000
Platinum: $15,000 to $50,000

i would like to upgrade to the Gold because of additional services associated with the card, not the credit limit. what is some good advice to do to my account to get the upgrade? should i carry an high balance close to my credit limit or should i maintain a relatively low balance? are all upgrade requests done based on credit history? whether i get the upgrade or not, would my FICO credit score be affected either by going lower or higher?

edit: i've had this Classic card since 1999. started with a limit of $1000 then up till now and done with college, it slowly went up to $1700 on its own.

Before you upgrade, you should definitely payoff your balance to $0 or keep it low.

High balance to limit ratios are not good.
