Is there anyway to make him another account on WinXP, but limit what he has access to, and to decide which of my programs are on his account?

How does this work?
 
Yep... Make his account a Limited one (asked during the account creation.) You'd then have to go into the user permissions and choose which programs you want to give him access to.
