Question about COD (Cash on Delivery)

Im thinking of buying an item from someone using COD. Not familiar how it works. When the person comes with the package i give them the money for the item, but am i allowed to open it and test it out before i give the money. What are the rules?

A: Its not cash on delivery. Its collect on delivery.
B: ICC regs state that packages tendered for COD service may only be handed to the recipient AFTER funds are collected. Thinking about opening up the package before handing over a check? Dosent work that way. They can still get your money and ship you a cinder block.

yep, i would use a money order if i were you.. that way no cash gets "lost"

If you get a cooperative delivery person you may be able to crack it open. Years ago I bought a secondhand Serotta bike frame for $1,000 from a complete stranger on the other end of the country. When the UPS guy came I had packing tape and a knife in hand and he agreed to let me open it (and, if it was the proverbial cinder block, reseal it and refuse the shipment) just to make sure it was more or less what I had agreed to buy. Nowadays with Heatware and Ebay's ratings I feel a lot safer buying from strangers.
