Lets say you find a car in a junkyard, want to fix it up, but it has no title. How hard is it to get one and what do you have to do? Thanks
 
You get the VIN and go to the DMV.

You tell them you would like to do a title search on said car and that if a title is not produced from the search, you would like to apply to have it re-titled in your state.

Or at least a procedure similar to that, call your local DMV for more details.
