Question about car insurance

Just wondering, is it mandatory to have a policy for every member in the household who has a driver's license, even though only one actually drives the car, or is the insurance co giving me a bunch of BS? My bro is in away in college, doesn't drive any of the cars that we own, but the insurance co put him on the policy and refuses to remove him, because supposedly there's a law that requires everybody in the household with a driver's license to be insured. Sounds like BS to me - wouldn't that mean that a family with one car and five kids would end up shelling out 10 grand a year for car insurance?
 
When my brother turned 16 and got added to our family policy my insurance rate went up like 300 bucks/year even though he'll never be driving my car and we put that he would drive his car 100% of the time. It does suck.
 
they aren't lying. Any driver in the household must be listed on the policy. That doesn't mean they are an additional insured, and it doesn't affect your rate or anything.
