Question about Car brakes

So my nissan altima all of a sudden made a pulsating sound when I brake, and also when I start the car and change gears from P to D. I went to my Hibdons tire place and suggested I turn/shave my 2 front rotors. the visual inspection shows the brakes as being still good.

After I got my car back, I still hear/feel the pulsating sound when I brake or start the car.

Now, I notice that it only does that when the A/C is turned on. while it is pulsating, if I turn my a/c off, the pulsating will stop.

any idea what this could be? whats the problem and how to fix it?
 
Check to make sure that the serpentine belt doesn't have any chunks missing from it, or that the tensioner is not too loose. When you turn on the A/C, it puts a lot more "drag" on the belt, and weakness's will come out then.....

I checked the belt and it seems okay. no problems there. I took it to 2 shops to get it inspected and both says they do not know what it is.

now, pretty much everytime I start the car and change gears from "park", the sound will come on, and I feel its getting louder....if I turn off the A/C, it will be fine.

any other suggestions will be appreciated.

repairshop guys seem to not be able to see the danger in the sound, but I Just dont feel right about it.

its a 2002 nissan altima, 2.5, 4 cyl, and around 87k miles. the repairman even checked my ac and said it is fine.

not sure what else it could be.



I have another queston while looking under the hood(not sure if it is related or not)

where the 2 arrows are, this giant piece seems to connect very loosely. it doesn't even have screws attached, and I can even take it out easily. do I need to care about that?
