question about car a/c

actually, i guess this applies to an a/c unit.

does A/C set to different temps actually have different degrees of coldness?
or does it work like CAC in a house where the thermo regulates when the A/C kicks in and out?

also, fan speed only makes the fan spin faster and not the air cooler.
in a car: does it consume more (horse)power/gas than fan at lower speed?
 
A/C is an on or off device. The vent temperature is altered by mixing the incoming chilled air with ambient temperature air in varying amounts. The fan will not cause measureably more fuel consumption at a higher speed.

oh ok, i thought it regulated air temp with a thermostat, turning on the compressor when it goes above the set temp.
