Here is my config

Athlon 64 3200, socket 754 @ 2.25 ghz
abit kv8 mobo
stock heatsink and fan
1 gb (2x512) Kingston Value / Pny pc2700 333
bfg 6600gt oc 128mb
crap powmax case w/ w exhaust fans
thermaltake 420w truepow

my system usually runs between 53-63 degrees C
while idle in windows. this sounds high to me. i only used the
re-applied thermal grease from the stock heat sink could this be my problem!?

Is that the v-core reading ? if so it's 1.52. I should note that i'm getting these readings from abit's guru program. i have read about false temp readings with abit.

Touch the heatsink when you are idling in Windows. Is it cool, warm, or hot to the touch? This will give you a bit of an idea at its temperature. The Abit program could be right on or up to ~10-15C off.
1.52 is a tiny bit off from stock voltage, but not enough to warrant a temp increase...

The heatsink does not feel hot at all. This is really making me think the the reported temps are incorrect.
