Question about apt. leasing (legal)

I've lived in this apt. complex for 2 years and signed in May for a 3rd year (god forbid I sign again). Both times I re-signed the lease, they raised the rent - the first time by $6/month, and this time by $34/month. Part of their justification this time was that they were including free WiFi service (which I found out after cancelling my cable internet that it blows worse than dialup). Anyways, I talked to a friend who lives in the same complex, who also has a 2BD/1BA, and his rent didn't go up at all, in fact it went down. We signed our first leases about the same time. I don't know if the owners have some sh!t against us other than the fact that about 2-3 times a week the FedEx/UPS guy leaves stuff at the office when we're not home and they sign for it. Also I have to leave maintenance requests every couple months because everything in this apt. is a POS, especially the A/C. I'm curious if it's legal to charge different rates like this. Thx
 
Sounds legal to me. After all you agree to it by resigning the lease. If you have had so many problems why did you resign?

I found out about my friend's rate after I re-signed. I just assumed the rate was raised for everyone, I didn't know I was being 'targeted' with the raise (at least they could have been candid about it).
