Question about Application Data\ in win2k

I was looking for some Outlook Express files and in C:\Documents & Settings\Administrator\Local Settings\ (show all files), I found an Application Data folder there. I'm 90% sure that it DOES NOT belong there. I thought it belonged in Administrator\Application Data\. Well I have the latter except I didn't think it appeared in Local Settings. And the file in local settings is NOT where it should be.

I tried moving it over to the correct place (at least I think so) and it doesn't let me (in use). The file is UsrClass.dat and UsrClass.dat.log.

First, am I correct that there should only be administrator\application data\ and not one in local settings. If so, how do I move those do in use files to the right spot. I have no clue how they got there in the first place. If they were moved by accident, how would they move there but not back??
