Question about APC Voltage regulators

Can the Line-r voltage regulator from APC have a UPS plugged into it? Or should you not chain devices like that? I'm having some dirty power issues and I speculate that it's causing my dad's computer to not start correctly.
 
Many UPS come with a power conditioner built in.

Edit: Let me try and be a little more helpful.

Do you already have the UPS? If so what brand and model, it may already have Line conditioning. If you don't have a UPS, instead of getting a line conditioner and a UPS, look for a UPS with AVR.

According to this .pdf, you can plug the UPS into the Line-R, although not stated, I do not think it would be wise to do it the other way around.

What are the symptoms of your dad's computer? Dirty AC power should not cause boot up problems, unless it has damaged his PSU. A PSU is responsible itself for conditioning the AC power and converting it to DC...so the DC output to the components should not be affected at all by a dirty AC input...again, unless the PSU has been damaged, but that damage would more than likely have completely bricked the PSU instead of causing boot up problems for the computer.
