question about AMD PowerNow / Mobile Duron

I just got a new laptop, HP Pavilion with a 1.2 ghz mobile Duron, I know PowerNow is some kind of battery saving feature of the mobile AMD cpus, is this the reason my processor only shows up as 492mhz in Windows, just surfin the net and stuff? I think that's why, but I just want to make sure.

Basically this means it only speeds up to 1.2 ghz when it needs to? Do I understand that correctly?
 
i think how it works is when ur running directly off the battery , it slows down to a lower speed to save power, when u have enough battery or when ur running directly off ac power it shud run at the full rated speed i reckon
