Question about activating Verizon cell phone?

Here is the deal. I am at college and will be purchasing a used phone from a friend to replace my broken one. If I send my dad the serial number and all that jazz, can he activate the phone over the telephone to Verizon? I know it is possible to do this, but my only concern is that he will not actually have the phone in his posession.

Also, any other suggestions on buying a used phone?
