Question about a possible upgrade

My bro has a Dell 1.7 GHz 384 MB of PC133 ram with a Radeon 7200 64MB DDR.....yes yes, its old.

He's getting a new 19" Samsung 940b monitor and I would like to give him a DVI connection. What would be a cheap card that would exceed his current graphical capabilities, with a DVI out?

I was thinking about the 9600 pro/XT...but am curious about all the really cheap cards...would those still do better than what he has?
 
That could be a good option. I am looking as cheap as possible. I was thinking about the 6600 GT at the high end of what he could get...but was curious about what some good cheap options are
 
So, he currently has a Radeon 7200 in an AGP slot. Right? If you look at the lowest cost video cards sold by aN online seller such as TigerDirect, I think you can only conclude they would not be an improvement over what he now has.

I'm not clear on one point. Does his current card has a DVI connector or were you suggesting a replacement card in order to have DVI?

He does not have DVI, I would like to get him a card that does, while upgrading the graphical capabilities a bit.
