question about 2 puters on same line

what would be causing 2 computers on same phone line, both with 56k modems, making one computer connect real slow while the other one is turned off? Ithe "off" computer connects fine when the slow one is turned off, but not vice versa.
the off one is a AT with a hardware ISA modem
the slow one is a ATX with a PCI hardware modem

and the slow one connects fine is i detatch the phone line from the AT's modem but always slow if left connected even when its turned off.

both computers feed via a direct dedicated wire straight from outside phone interface box.
any idea's anyone?
 
Possibly some sort of "wake on ring" feature on the computer that is causing a problem. Or simply some sort of power feedback. Try unplugging the actual power cord from the AT computer and see if that makes the ATX connect fast.

Are you saying it takes a long time to make a connection, or that it connects but at a slow speed, or that it connects with a high speed but the actual throughput is bad?
 
I have the same problem, only I got 3 computers with modems
amd three telephones and answering machines.
Concluded that I have too many phone devices on one line
