question about 100mb partition

The 100MB partition is System Reserved. Probably nothing can write to it except the system. I can't test since I didn't allow the partition to be built on any of the systems I have access to.
 
It actually isn't 0% if you look at the files it contains, hdtune can't access it.
The amount of files varies but the size of the files on mine is 38MB about the same usage as yours.
