Quantum 20GB slow when moving files

Is it just natural for a hard drive to be slow when copying files from an NTFS partition to a FAT32 partition? I've got the drive partitioned into 4 different sections... and moving or copying a 500mb file from the NTFS partition to the FAT32 partition takes about 4 minutes..

DMA is enabled and this is under WinXP. I'm using an Epox 8KHA+ and an ata/100 cable with this ata/66 drive..

In general I have found that copying files across partitions on the same physical drive is slower than going between 2 different drives. It has to do with the drive having to read the data and then move to the new postion to write the data. The process will repeat until it is completed. When copying between 2 drives one can be constantly reading data while the other writes the data.
