Why do I always hear people saying how they dont need 300fps instead of 250fps?

In the settings I normally play at, I only get around 50-60 fps.

Do they mean benchmarking in 640x480, do people actually play in 640x480, or what?
 
Yes, they are referring to benchmarking. When people say this, they mean that 640x480 is not a good benchmark because it does not stress the video subsystem enough.
 
Most new vid card get 200+ fps @ 1024/768 with out everything turned on (AA and AF) during benchmarking my Ti4600 get about 250 ish at that setting and almost 300 at 640/480
