Anyone know what it means?

ERROR: User Interface is version 3, expected 6

That usually happens if you are running the demo version and you try to patch it, or you have the full version and you do patch it. The old patches had some file conflict in them which caused that error.

Reinstall Quake 3 again and make sure it works. Then if you have the full version download the patch again and apply it. Don't try to patch the demo because it doesn't work.

I installed Quake 3, then applied thos most recent point release being h. I was supposed to to from g to h, that's what the problem was.
