the easiest way to heat a kiddie pool, assuming you have direct sunlight and a little time, is to throw some black linoleum in the bottom of yon pool. I have an elaborate construction to heat a pool that involves a separate tank, etc, all solar powered, but that's a little involved for a kiddy pool.
 
Depends on how warm you want it, how big you want it, and how warm it is outside.

For a small pool in hot weather, a couple hours in the sun will work.

We've boiled water before in a 5 gallon pot and dumped it into a pool that already had fresh cold water in it. One or two pots doesn't do much, but at least gets it so it's not freezing cold.

Hot tap water in a bucket would work too, but would take quite a few trips.

You can also buy adapters to hook your garden hose onto your kitchen faucet. Then you can just run hot tap water directly into the pool.
