QoS

I want my computer to have the highest priority especially during VoIP calls. I want to make sure that my upload since its really small is pretty much dedicated for my computer when making calls.
 
Are we talking about QoS for a router? If yes, depending on firmware, here's a great guide for QoS (this one uses tomato but if you read it, you understand how QoS on a home router works and how to set it properly).
