they aren't really charging for demos. This reminds me more of the old PlayStation Underground more than anything. Sounds like early access to things, beta invites, and early previews and whatnot. Again, much like the PlayStation Underground, but now downloaded instead of mailed, and monthly instead of quarterly.
Except PU was during the time that downloading demos wasn't an option, so demo discs were the only way to get them. But they had a lot of good stuff on the PU discs. Then it merged with The US Official PlayStation Magazine.

I cant imagine that any of those things, save the beta invites, will be limited to only this Qore service. Developers WILL NOT engineer a game demo simply to put on this, it just wont happen unless Sony mandates that ALL DEMOS will be on Qore. If that happens, expect the PS3 to lose a lot, if not ALL of their demos. Any in-game content you'll get through this will need to also be offered ala XBLM.
The information contained within Qore, just like with print magazines will be free the moment it comes out through the series of tubes. Plus, if developers want to get the word out about their game, this will not be the only place where you can get the info... it would be a disservice.
The 360 has "Inside Xbox" that offers similar video content on a weekly (sometimes daily) basis, for free... Available to everyone through the 360 or Xbox.com. Its not HD, but who cares? It doesn't really need to be.

The monthly Qore is for added content on top of that, presented in a monthly video production format. They also said betas (like SOCOM) will have multiple ways for people to enter (not just Qore).
The main thing that's important is that the PS3 remains 100% free to play online games on (outside of MMORPG subscriptions). Since Sony isn't adjusting that model at all, there is no comparison to what they force you to pay for on the X360 with XBL. You can ignore Qore and still enjoy your purchased games online with friends. XBL.... not so much.
