In general, yes. 6870 requires two PCIe connectors and a 550W unit typically provides two.

But I wouldn't recommend any 550W unit. What make/model are you considering or using? What's the +12V rating? How old is it?
 
I used a Q8300 and HD6850 plus 5 or so HDDs on a 400w Corsair CX400 with no problems.
Any quality 550w PSU is more than enough.
 
If it can put out its rated power it will be more than enough. I'm running a q6600 and 5870 on a 430 watt corsair and your CPU/GPU is more efficient.
 
The specs on the unit seem good, the +12V rail is rated for over 500W. Uses only Japanese caps too, which increases longevity. This review database lists some reviews for other Seventeam units, and they're all fairly positive so I'm going to say it'll handle Q8300+6870 quite easily.

I had my 2500k @ 4.5 GHz and 2 x 7850's overclocked with 4 hard drives running off a OCZ ZT 550w (can do all 550w, 46a, on 12 volt rail) temporarily for benchmarking and it worked fine.

That PSU should handle it no problem.
