I game and do some photo/video editing/encoding.

I was going to buy the e8400 but I can get the Q8200 for the same price. Either CPU will be paired with the Gigabyte UD3P.

I know the Q8200 has only a 7x multiplier, but I would be happy with a 3ghz quad. Do you think the Q8200 and UD3P can do 425 FSB = 3ghz?

mine seems to be stuck at 6x multi. not sure if c1e is working either. kill-a-watt says that at 2 ghz it's sucking down only as much power as my e2140 did. pretty impressive, went from 3.2 ghz to 8 ghz without increasing power consumption.

wonder if i can underclock this board any?

edit: nope :(

6x? That sucks. I really wouldn't mind a 3.0-3.2ghz e8200 over a 3.8-4.0ghz e8400.

The Gigabyte UD3P is supposed to be the best OC'ing board in it's price range and I already have an s1283 and 8gb of newer ddr2-800 Ballistix on the way (it was cheap, hopefully good quality).

I just can't find anything useful on overclocking the Q8200 and all the new Q6600's on eBay are B3.

3 ghz is a clear possibility. Going much over that is only a matter of luck, since very few mobos are hitting very high FSB speeds with quad cores.
