Q6600 showing only at 1.6GHz in CPUz

So Ive got a Q6600 running at stock speeds (2.4GHz) on my Asus P5K Deluxe. In the bios I specifically disabled Intel's Speedstep which I believe downclocks the CPU when it's not being used. However, I'm guessing there's another feature I'm missing from the bios, because even I set settings to manual (and lock the CPU in at 9 ratio) it still shows up at 6 ratio (1.6GHz) in CPUz. What do I need to do to fix this?

Windows power setting is known to do this when its on portable to balanced settings. Mess around there and check back.

Also, if it goes back up to 2.4ghz when needed, just keep it there. Speed Step is an awesome thing.
