Q6600 running at slower speed???

my Q6600 is running at 1.6 GHz because my multiplier is set to X6
I tried to change the multiplier back to X9 on BIOS but when windows loads and I run CPU-Z it tells me that my CPU is running at 1.6 with multiplier of 6.
any one know why it's doing this???
defected CPU???

also I'm using stock cooler for CPU and I did not OC my CPU
when I run Prime95 the temp goes up to 60(limit for B3) within couple of sec.
and ideal temp is around 42-45.
why is my system overheating so much???
I have Antec 900 case if it would help...


EDIT
it says 1.6GHz in CPU-Z but I did dump from CPU-Z and on the dump it says 2.4 GHz....
hmmmmm.... maybe CPU-Z messed up?
anyone had this happen too???

ohhhh nevermind.
my C1E was enabled... but still have the temp problem.
can any one help my comp from overheating????

right now it's ideal and core temp shows me 54 degrees...

I know this is already given, but just to make sure you do not leave any stone unturned. Dismount the HSF and check the bottom. Make sure if it uses a thermal pad that is it properly prepared, i.e. plastic covering removed and that you initialize it by intentionally overheating the cpu until it melts. Or better yet, remove the thermal pad and use thermal paste like Arctic Silver. Next re-mount it and make sure it seats properly. I usually use a small flashlight and ran the light between the hsf and cpu and make sure no light passes thru the junction.
