Q6600 multiplier issue

My Q6600/MSI MB system hang last night. When I rebooted there was
an error message that an overclocking attempt had failed. The system
was not overclocked. Once I rebooted and was back in Windows 7 I ran
CPU-Z. The multiplier kept jumping between 6 and 9. Any ideas what's
going on here? Is CPU-Z correct? If so, is this a bad CPU or MB?

That bahavior is normal - It's a power savings feature that kicks in when the CPU isn't loaded with work.

Nope. Everything is fine.

Read this: "Is your processor Running slower than you think it should be ? Or at a different multiplier than it should be?"

Sounds like your BIOS was reset to "optimised defaults", which includes Intel's heat/power saving features called C1E "enhanced halt state". Read posted link for more info.
