Please help me decide between these two builds.
From what I am reading, the Q150 chipset is better overall.
I like the smaller form factor but I don't like the p/s & PCI-E limitation in case I want to stick vi card in there later.
$30 will help chip in for a memory upgrade that I plan on purchasing on my own.
I've love to hear some more opinions. TIA!!.

Sounds like you have several reasons to get the M700.

The additional features on the Q-series chipsets (vs. the equivalent H or B series) are mostly of interest to businesses and IT organizations managing many computers.

I wouldn't build my own rig with an H110, but if you're just looking to get a prebuilt and drop in a low-powered midrange GPU, it should be adequate. And there's nothing wrong with "mere" adequacy, no matter what your girlfriend says.

The only real differences are the connection speeds and number of various connections, so if the cheaper PC has everything you need in terms of USB and whatnot, go for that. The PCIe x16 for the GPU comes directly from the CPU, so don't worry about that. Tom's Hardware recently reviewed a H110 board and came away very positive (link). In terms of performance, it beat the Z170 they compared it with, sometimes significantly, but power consumption and CPU temps were oddly high as well. Still, great bang for the buck.
