Q. on P4 2.40b Over heating

Hi everyone, I am hoping that all of you experts can give me some advice on this. I have just built a new comp with an EPOX 4pea+, Kingston 512MB DDR266 PC2100, and ABIT-Siluro GF4 Ti4200. The system is up and running with no real issues with the exception of the heat monitor.

The problem is that the CPU temperature seems to skyrocket under any load. I have been running Prime95 to check for stability and the temperature will go from 39C to 49C in less than 2 seconds and continue to clime from there, it seems to top out around 70C.

What should the operating temperature be? From looking at the Intel website it seems the thermal monitor will protect the chip if it hits 71C so obviously I would like to stay away from the max.

I am using the Intel HS and fan with Arctic Silver thermal paste. The system temp never seems to get above 35C. Granted it could be a bad reading from the MB but I wanted to get y?alls Take on it. Any help is welcome.

buy some artic silver, and put that on the core/ bottom of HSF, but make sure to remove that shitty thermal tape (if any)
check to see if the HSF is aligned properly, and make sure the fan is pushing enough air (mine is about 5500rpm) and i think its a 60mm but i could be wrong on that
