im going to say yes

the showed some dude on the news and there were palm trees in the background, now IIRC the only place there are palm trees in NO is in front of the Mirage i think its called, the casino, it was under water, not a ton but some, bourbon street is like a block or 2 from there and i would say it is also under water

 
They said the French Quarter was spared. I know during Betsy they blew a levee to spare downtown, but it sacrificed the outlying areas (Plaquemines, St. Bernard)
