Long story short:
Friend won item.
Paid for item.
Received item.
Got negative feedback posted on his account by jerk.
He sent email asking jerk to remove it.
Jerk replied that it couldn't be taken off.

Is this true?

It used to be true, I think you can pay some money and have it looked into now though.
