PX865PE PRO2 cpu temp wacky ?

Dam out of the blue my 2.8C with PX865PE PRO2 with AX478 + 80cfm delta fan cpu temps have skyrocketed both in bios and windows

windows temps

normal temps
room temp: 18-25C
cpu idle: 32-38C
mb idle: 20-28C
cpu load: 44-50C
mb load: 25-33C

today temps
room temp: 24-28C
cpu idle: 43-46C (in bios between 48-53C)
mb idle: 33-36C
cpu load: 75-76C
mb load: 38-40C

What's unusual in windows is at cpu idle 43C if i start up prime95 and torture test, the cpu temp within 1 second jumps from 43C to 75C!

I was using AS3 thermal paste, so i decided to reapply the thermal paste, this time using Nanotherm PCM+/EXP which is 4-7C better than AS3 after 3 - 4 day cure time, but still around the same temps and same 1 second jump by 30+ C

Meanwhile at 75+C i can put my hand on the AX478 heatsink and it ain't even hot! My 2.4C@3300mhz 1.7v with IC7 and MCX4000+120x35mm sunon 120cfm system using Nanotherm PCM+/EXP is beside my PX865PE PRO2 with cpu load temps no more than 54.5C and system temps under 26-29C

What are you using to monitor temps in windows?
I know the BIOS temps are extremely high, even right after booting up.

...also what settings are you using to OC this mobo, i seem to be having trouble getting mine to OC.

my specs:
P4 3.0C
2 x 512MB Corsair XMS PC3500C2
Swiftech MCX4000 w/ 92mm Panaflo fan and AS3 thermal compound.
