PWM is a method of controlling motor (i.e. your fans) by giving the motor a series of really quick on and off commands. This way, you can reduce the speed of your fan without lowering the voltage to the fan.
Your motherboard can measure the temperature and according adjust fan speed via PWM controller.
What is excessively hot? That means nothing without specifics. Also what's your system specs?

Not that you are wrong but PWM is much, much more then that.
In this case PWM actually refers to power delivery components on the motherboard for the CPU.
