An Intel cooler's PWM 0.17A fan is not being allowed to run lower than 1078 RPM by the motherboard (it could on another). I want to reduce it to just less than 800 so about 27%, but of course still allow it to increase with temperature. If resulting in the maximum being reduced to 1500 it may still cool adequately based upon a quick test. Would this cable be suitable (46.9 ohm)? Any other recommendations?
