I've got an old PVR150 working just fine with the Hauppauge software but the picture quality isn't as good as I would like. Would Sage or Myth provide any image improvement (better drivers?) or do they just improve the look and functionality?

Typically those two programs just improve the functionality, not the looks. You could however give dScaler a try as it does try to improve the pic quality.
 
I used to have that tv tuner and BeyondTV made the picture drastically better. I think there is a free trial so you can see for yourself.
 
I also have Hauppage PVR150 (I use it with WinXP MCE05). The image quality is not good. It improves sometimes when I clean the card and the PCI slot using a vacuum cleaner. You could try that.
