PVR

Right now- no for most. Tivo has the market basically to themselves for the moment.

If you are fortunate enough to have mostly CCI-CF marked channels, than the current crop of SW DVR products will work. The people over at Silicon Dust are working on a SW DVR that is planned to cover this market, but no solid idea as to when CCI-CO content will be capable of being recorded & played back.
 
I think the most cost effective option would be to succumb to your providers rental DVR option until the SD DVR becomes a usable option. The alternative would be Tivo, but I do not see that as very cost effective.

SD DVR when released would need a HDHomeRun (HDHR) Prime with a CableCard from your provider (and the tuning adapter if your provider uses Switched Digital Video (SDV)), and either a NAS or PC to hold/ execute your recordings. (about $130 for the HDHR Prime) along with a supported client device http://www.silicondust.com/products/software/

*note that the conversion process tends to take significantly longer than the letters suggest- they usually will do a "staged" rollout a few channels at a time
